Building Regulations and planning are different

Building Regulations address matters such as structure, fire safety, access and other technical standards. The official starting point is GOV.UK Approved Documents.

Planning controls whether development is permitted. Internal works may not need permission, but exceptions and changes of use apply. See GOV.UK planning guidance and ask the local planning authority about the specific proposal.

Structure and loading

The frame and connections need structural design for the proposed loads, building geometry and support conditions. Column reactions need to be checked against the existing slab or foundations.

The brief must identify storage, shelving, pallet trucks, machinery, offices and any concentrated loads. Changing use later can invalidate assumptions made for the original design.

Stairs, guarding and access

The number, width, pitch, landings and guarding of stairs depend on use, occupancy and escape strategy. Handrails, toeboards, loading gates and edge protection need to be coordinated with openings and material movement.

Accessibility requirements depend on the premises and use. This should be discussed early rather than after the steelwork layout is fixed.

Fire safety

Fire requirements depend on area, use, occupancy, escape, compartmentation and the relationship to the space below. Approved Document B and HSE workplace fire guidance are starting points, but the actual scheme may require specialist fire advice.

Office use, public access or large storage floors can create different requirements from a limited maintenance platform. Fire protection should be designed into the project scope.

What an approval package may contain

A typical submission can include plans, sections, structural calculations, staircase and guarding details, fire strategy information and product specifications. The exact route can be a Building Notice or Full Plans application depending on the project and advice received.

Clarify who prepares and submits information, who responds to Building Control comments, and whether fees are included in the commercial proposal.

Design information to agree before submission

Confirm the floor area, use, occupancy, design loads, stairs, guarding, loading points, fire strategy and interfaces with services. Drawings should show plans and sections clearly enough for the reviewer to understand both the structure and how people use it.

Where specialist input is needed, identify who coordinates structural engineering, fire advice, accessibility and building services. Unowned interfaces are a common source of delay.

A design change made to satisfy one point can affect others. Moving a stair, for example, can alter the structural grid, escape route, racking layout and cost.

Handover and future changes

Keep the approved drawings, calculations, completion information and product evidence with the building records. Inform the designer before adding machinery, dense shelving, new openings or a changed use.

The fire risk assessment and workplace procedures may also need updating when a new level changes occupancy and escape arrangements.

Approval risks to resolve before manufacture

Unconfirmed design load

If the buyer later adds dense shelving, machinery or pallet trucks, the original structural assumptions may no longer apply. Loads and concentrated reactions must be agreed early.

Staircase added too late

A staircase affects escape, accessibility, floor openings, columns and usable area. Treating it as an accessory can force redesign and delay.

Fire strategy based on temporary use

Approving a storage platform and then immediately fitting offices can invalidate occupancy and fire assumptions. Submit the intended end state.

Slab information missing

The frame transfers significant point loads into the existing floor. Where records are unavailable, investigation or a foundation solution may be needed.
